"Lucky" is a smooth talking, good looking inhabitant of Vault 13. Due to past interactions with the overseer's daughter, Lucky volunteered quickly to leave. He is charismatic and quick witted, but cares little for using weapons to solve disputes. He is a formidable gambler and luck stretches across all his exploits.[Non-game 1]

- Frank is designed as a purely pacifistic character, somewhat similar to Albert Cole, but with even less focus on combat skills.
- Frank's description in the guide seems to ignore the primary statistics bonus from the Gifted trait. This article lists the actual in-game statistics.
