Vice-president Frank Carlson is a right wing NCR politician in Shady Sands in 2241.
Background
While physically weak, he is nonetheless a power to be reckoned with. Residing within a high security compound in NCR, he is the most important right wing member of the NCR government, determined to attain even more power by any means necessary, including manipulating the public opinion to impeach President Tandi and take over her position as the head of the Republic, despite the fact that she (and many of her associates) are fond of him.

A hit for Carlson is the second of John Bishop's assignments and arguably the most destructive to the republic, as with Carlson's death, right wing elements take control of the NCR even admitting Enclave refugees into the ranks of its military force.
