Frank stands beside Bob Spencer as they watch Cooper Howard finish his lasso performance for the party guests. He then asks Bob why someone as famous as Cooper Howard would be performing birthday shows, and Bob answers that it's to pay off his alimony. Frank continues to stand by Bob when he takes a picture of Cooper with his wife Ronda.[1]

After Cooper takes his money from Mrs. Spencer and walks away with Sugarfoot and his daughter Janey, Frank remarks that Cooper is a "pinko." Bob agrees and comments that he still took the money.[1]

Afterward, all the party attendees sing happy birthday to Roy in the living room, and he blows out the candle on his cake. Frank is then seen talking to the other parents there until a nuclear bomb detonates in the periphery, shattering the glass in the living room and making everyone flee in terror.[1] Frank and his daughter follow the Spencers to the entrance of their fallout shelter and he pleads with Bob to let them in, but Bob refuses and punches him to the ground.[1]
