Elder Francis was a Brotherhood of Steel Elder who wanted to build bridges with the Guardian Brotherhood.

Background[]

Despite the Brotherhood being on "barely tolerant terms" with the Guardian Brotherhood, Francis wanted to build bridges with them. He sent a squad of paladins along with Scribe Miller on a mission with them with the objectives of finding out if there truly is a tunnel entrance to The Glow and to ensure the Brotherhood of Steel is kept connected with the outside. The Guardian Brotherhood also had a better knowledge of the area which could have proved vital.

Elder Francis was the one who assigned Miller as an emissary to the Guardians, and used the mission to fulfill his mandatory combat training. He also favored Miller for his scientific mind, this was to assess and understand potential obstacles if the information of a tunnel entrance was indeed factual and to report back with his findings.

Had the outcome of the mission been revealed, and it was a success, Elder Francis would have received word of the Guardian Brotherhoods minimal communication practices on the field, super mutants utilizing power armor and an assessment of a creature previously unknown to the Brotherhood, a mutant mantis shrimp.[1]
