Formula P grants +5 Charisma, +3 Luck and improves gun accuracy for 5 minutes.
Quercus mentions that "possible after-effects of Formula P include increased strength, feral behavior, mouth foaming and death"[1] however none of those symptoms ever seem to be observed in the player character.
