Fleischer was a scout who worked with Tanner Holbrook at the Charleston Capitol Building after the Great War.

In June 2079, Fleischer traveled to the Savage Divide with K. Baker to investigate the status of the area. They were horrified to learn that the winter after the Great War had taken a terrible toll on them, to the point where people resorted to murder and cannibalism to survive, describing it as a massacre.[1]
