The elder is the leader of the unnamed village featured in the Fallout E3 interactive demo in 1996. His sole purpose was to demonstrate a bit of reactivity and give players enjoying the interactive demo during the fair the quest to hunt down radscorpions.

The Elder was only used for the E3 demo. His dialogue file can still be found in the MASTER.DAT, though it is unused.
