The Federal Bureau of Investigation was a pre-War intelligence and security service of the United States principally for federal law enforcement under the Department of Justice.

Background[]

The Bureau was involved in covering up the truth behind Kathryn Montgomery in her theft of United States gold reserves and maintaining the "Shanghai Sally" story. They took jurisdiction of the case after Montgomery's death, and requisitioned all of the records and evidence, as well as witness testimonies when people began to come forward claiming to recognize the alleged Chinese spy.[2]

Besides federal law enforcement, the FBI before the war also had secret projects in developing military refrigerators[3] and confiscating and marking seditious books and magazines for burning.[4]
