FO02 NPC Tandi
Tandi was one of the most important people of the West Coast in the 23rd century. She was the daughter of Aradesh and from her early years displayed uncommon strength of character and liveliness, complementing her good looks. At the age of sixteen, in 2161, she met the Vault Dweller, a figure who would inspire her for years to come.

Tandi helped her father expand Shady Sands, laying the foundations for the New California Republic. When her father died, searching for Vault 13, she took it over and soon, the town grew substantially as she opened trade routes with Junktown and the Hub. With a strong economy, her town soon dominated brahmin trade and eventually, the first NCR states emerged, slowly merging into one political entity.

Tandi was declared the first President of the Republic and ever since has ruled the NCR with the Congress. She was focused on expanding the state, to bring peace and stability to the wastes. Nearing 100 years of age in 2241, Tandi remains acting President, still retaining her wit and youthful fire, dementia and other ailments of the elderly seemingly failing to sink their hooks in her.

Fo2Shi Emblem
The Shi were the descendants of the crew of a Chinese Shih-huang-ti submarine which stranded in San Francisco during the Great War. The ship's onboard supercomputer was established as the Shi Emperor. The leader of the Shi in year 2241 is Ken Lee, advisor to the Emperor, while in truth Ken Lee dictates the Shi actions based on the predictions of the Emperor computer. The Shi have managed to keep many of their old traditions and customs. In 2241, they run an extensive weapons trade, offering pieces of technology usually only available to groups like the Brotherhood of Steel. As of 2242 the Shi are locked in a stalemate with the cult of Hubology over control of the Bay area.

Redding
Redding is a mining town located south of Vault City. There are two major mining companies in Redding, as well as a saloon, a sheriff and a doctor. The mayor of Redding, Ascorti, runs an establishment called "Ascorti's Ace and City Hall". Redding mines gold for shipment to New Reno and the New California Republic, and the miners are some of the largest consumers of Reno's drugs. The town is a collection of wooden buildings, and can be a wild and wooly place as miners are a rough, hardened bunch that can cause a lot of trouble. The police force is small, relying on the sheriff's charisma to maintain peace and order, while three powers of the wasteland seek to dominate Redding and bring it into their fold.

Vertibird
The Vertibird is a pre-War military multipurpose tiltwing aircraft extensively used by the Enclave in post-war America. It has a heavily armored fuselage and can be outfitted with a variety of offensive weapons and defensive countermeasures. It is powered by an internal fission reactor, which has been known to detonate under heavy fire. Vertibirds have a winch that can haul several tons of equipment. The Vertibird was still in prototype phase when the Great War struck in 2077, preventing it from entering full military service (scheduled for 2085). However, the trial aircraft that were already produced and in the field were seized by Enclave members and loyalists and either transferred to their bases or secured in shelters. The Enclave began mass-producing the design in secret, and now the Vertibird is the general-purpose delivery vehicle of the Enclave's military forces. Capable of surgical insertions and extractions and close air support alike, the Vertibird is synonymous with the Enclave in general, and a good representative of its power as a whole.

MAPLNTAA se
Seymour is an unusual, intelligent, talking spore plant living in Broken Hills. He was grown from a tiny spore and nurtured by the insane Professor, but he realized from an early age that if he were to act as smart as he truly is, the professor would cut him into pieces to examine him. Therefore, Seymour played dumb and got planted outside.

Jet is a powerful methamphetamine that stimulates the central nervous system. The initial euphoric rush rarely lasts more than a few minutes, but during that time, the user is filled with a rush of energy and strength. The drug was synthesized by Myron, and is extracted from brahmin dung. The process for manufacturing jet was founded by Myron as he noticed that brahmin farmers were getting "high" with no reason. Further investigations led Myron knowing that the euphoric states experienced by the farmers were due to gas emissions coming from brahmin dung created by a healthy brahmin diet consisting of "magical shrooms". Gaseous emissions from the brahmin, after they were collected, are then further purified and canned, presenting the all clean, odourless Jet. Thanks to Myron and the Jet, the Mordino family built their drug empire.

Black Isle logo
Black Isle Studios was a division of the computer and video game developer and publisher Interplay Entertainment, created specifically for the development of computer role-playing games. It was based in Orange County, California, USA. Black Isle Studios is most famous for working on the Fallout and Baldur's Gate series of computer role-playing games, though it only published the Baldur's Gate series. The division was formed during 1996, adopting the name "Black Isle Studios" during 1998. The idea for the division's name came from the Black Isle in Scotland - founder Feargus Urquhart's native country. In 1998, several key members responsible for the division's first title, Fallout, left Interplay to form Troika Games. On December 8, 2003, in the midst of serious financial difficulties, Interplay laid off the entire Black Isle Studios staff.

FO2 Hubologist model
The Hubologists are a sub-culture of the Fallout 2 world, headquartered in the former city of San Francisco. They are a religious cult founded before the Great War by a man known as Dick Hubbell (or "The Hub" by Hubologists). Hubology, as a religion, promotes the idea that humans are plagued by the spirits, or neurodynes, of the dead. Through a cleansing process offered at Hubology centers called alignment, members can remove these negative influences and gain greater powers. The degree to which a member has devoted his or her time and efforts to Hubology accords him or her a numerical rank; the Hubologist leader, AHS-9, holds the highest rank of any living Hubologist.

Navarro
Navarro refers to an area north of San Francisco, along the coastline. Before the Great War, Navarro served as a Poseidon Oil refinery for the Oil Rig, where the Enclave headquarters are located. Adjacent to the oil installations, a government-funded military base was constructed, together with a satellite uplink station and maintenance and repair facilities. Years after the Great War, the base was commandeered by the Enclave, who converted it into their primary mainland outpost, establishing a refueling station for the Vertibirds. Due to the relatively short range of the Vertibird, as well as frequent malfunctions, especially in post-War conditions, Vertibird schematics were almost always present on site for necessary repairs and maintenance, but were prone to misplacement.

FO02 NPC Frank
Frank Horrigan is the Enclave's finest instrument of warfare. Originally a Secret Service Agent for the President of the Enclave, Frank is sent out with several other teams to search for slaves to use for excavating the remains of Mariposa in 2236, sometime between July and August. In September, scientists unearth the F.E.V. virus and mutations begin to occur amongst those who come in contact with it. Horrigan is one of these unfortunate souls. He is quickly shuttled back to the Enclave for further research. The timeline is unknown, but between 2236 and 2238 Frank Horrigan undergoes his transformation into a super mutant. He is kept under heavy sedation and is operated on by Enclave technicians. In January of 2239, tests are starting to show negative results. It is then decided that Frank should be activated for field operations.

Federation FO2
Special encounters in Fallout 2 are varied and eclectic. Most include no combat, and often they contain non-canon pop culture references or internal references to the Fallout series and Fallout world.

One of the notable encounters is the Café of Broken Dreams, a small diner out in the middle of the wasteland containing all the possible player characters as well as a few characters from the original Fallout. In another encounter, a special companion, Pariah dog, joins the player's party and jinxes it as long as it is present.

Examples for pop-culture references are the Guardian of Forever, a Star Trek reference, or King Arthur's Knights, a reference to Monty Python and the Holy Grail.

Fo2 Solar Scorcher
The Solar Scorcher is a special laser pistol which uses sunlight as its source of energy. In full daylight, the experimental photo-electric cells absorbs light and feeds the weapon for firing six shooting maximum, after which it must be reloaded. This rare weapon was seen in the Vault 13 in the armory before the events of Fallout, so before 2161. It might have been sent to the vault as a experimental weapon for field testing when opened. It can be found in the special encounter "Guardian of Forever".

AlienAniGif
Wanamingos are strange mutant animals which are often called "aliens" due to their similarity to the xenomorph from the Alien movies. Nonetheless, they are of terran origin. Word is they were designed as FEV-tailored weapons for waging war on other countries... and they got loose. They do live a long time, but they are dying out at the time of Fallout 2. They hatch from eggs laid by the queen, which is larger than the other wanamingos and grey in color. The only known queen lives in the Wanamingo Mine in Redding, owned by Ascorti. All wanamingos living in that mine are killed by the Chosen One in 2242. Some others can be found in the desert, and in the San Francisco tanker.

Newreno 1
New Reno is a large city known for its casinos such as the Shark Club and the Desperado. It is home to, among many other things, the Golden Globes studio, the Jungle Gym, prizefighter ring, and the Cat's Paw brothel. There is also a substantial weapons outfit called New Reno Arms. The town is currently run by four different families, the Mordinos, the Bishops, the Wrights, and the Salvatores, all of which are willing to make the Chosen One a Made Man in exchange for a little help. Reno was spared the atomic fire of the Great War, but with the destruction of the rest of the United States, law and order broke down as mobster families ascended to power. To this day, New Reno has no official government or police force. However, aside from their internecine conflicts, the families generally keep order and make the city safe for tourists from the wastes, sending any troublemakers who disrupt the tourist trade to Golgotha, a burial site near New Reno. The tourists are glad to partake of the gambling, prostitution and drugs (particularly Jet) offered by the city's mobsters.

PMV Valdez
The PMV Valdez is an old, decaying oil tanker anchored in San Francisco. It plays a pivotal role in Fallout 2 by enabling the Chosen One to travel to the Enclave Oil Rig and save the world from destruction. However, while utilizing outdated technology as propulsion, the tanker is fully automated and equipped with a navigational computer secured by a door operated with a magnetic tanker FOB. Additionally, the ship is equipped with an IFF (Identify Friend or Foe) transponder, preventing Poseidon Oil defenses from sinking it.

FO02 NPC Lynette B
Joanne Lynette is the First Citizen of Vault City in 2241. She tends to work too much and too hard, and she sees all her time as precious, so she has little patience for socializing without a purpose or for people dropping in and wasting her time.

Jacketguy
The Slags, led by Vegeir, are mutated people from the Ghost Farm at the outskirts of Modoc. They are the descendants of a militia group that, when the Great War came, sealed themselves and their families underground for protection. This event came to be known as the Sealing. Since the Sealing, the Slags have mutated. Few can bear to be on the surface because they are not used to having a black sea of nothingness above them. They also cannot stand the bright light of the sun, as living underground for so long has made their eyes too sensitive to light. The Slag population steadily increased since the Sealing. It soon became apparent that they could no longer survive underground without further supplies. So the Seal was broken, and they once again looked to the surface for survival, creating a small farm some years prior to 2241, which to the people of Modoc looked as if the farm appeared out of nowhere.

Dwight Schultz
Dwight Schultz is an American stage, television and film actor who voiced Hakunin in Fallout 2, as well as Gammorin/Latham in Fallout Tactics.

Schultz' breakthrough role was the mentally unstable Captain "Howling Mad" Murdock on The A-Team. At the series outset, the producers felt that his character would be too over-the-top for viewers and planned to drop him after his debut, but early test screenings showed that he was popular with the audience. As a result, he was effectively "written back in" to the series.

In the early 1990s, he had a recurring role as Lieutenant Reginald Barclay in Star Trek: The Next Generation. Schultz reprised the role for Star Trek: Voyager and the film Star Trek: First Contact.

FoT Cats Paw magazine
The Cat's Paw is a Fallout, Fallout 2 and Fallout Tactics item. In Fallout, the item is quite mysterious, and the only descriptions are "You have no idea" and "Upon further inspection, you still have no idea what this is". In Fallout 2, Cat's Paw is understood to be a porn magazine. In Fallout 2, if you collect 10 magazines and bring them to Miss Kitty in New Reno, you can recieve a special Cat's Paw issue no.5 that contains "a very interesting article on energy weapons".

Modoc
Modoc is a small farming community located west of Vault City. A dwindling collection of survivalists, Modoc is built on the edge of the former Modoc National Forest. For a long time it traded in leather and meat from brahmin, but as other places were offering the same goods at cheaper rates, and people began herding and raising their own Brahmin, Modoc has been on the decline. It is mostly a sleepy mountain community, with a centrally located Bed and Breakfast for the traveler. Modoc is beginning to change to a trade city, taking its cue as a stopover place for the Vault City trade routes, but the change may not be enough to save it.

AlbinoMole rat
Brain is an intelligent albino mole rat with an enlarged braincase, the brother of Keeng Ra'at. He is the unlikely leader of the renewal cult in the ghoul town of Gecko and seeks to take over the world. He lives in an underground cave adjacent to the Gecko nuclear reactor. In the short term, he seeks to build an alliance between Gecko and Vault City based on power from Gecko being sent to Vault City in exchange for medical research on how to "restore" the ghouls to humanity. The cult is symbolized by the ankh, and its members wear ankh necklaces. The renewal cultists seek to "renew," i.e. become human again.

Enclave Symbol (Fallout 3)
The Enclave was once the shadow government of the United States of America and is one of the few old world organizations to survive the Great War. Members of the Enclave were hardliners who both embraced the idea of a nuclear war and knew that the common man could not survive it. They believed that as long as the "important people" of the United States survived, they could regroup quickly and wipe out communism once and for all. Though not technically part of the Enclave, many powerful corporations benefited from the Enclave's actions and their research facilities were protected during the firestorm of 2077. Come 2077, with total nuclear war rapidly arriving at America's doorstep, the President of the United States and a number of other United States government officials leave their posts to take refuge in a number of secret locations around the world. Among them was the Poseidon Oil Rig. Here, the President himself set up a secret base from which the U.S.A. could continue to exist and wage war on China, with the eventual goal of retaking the continental United States.

Highwayman
The Chryslus Motors Highwayman is the only working vehicle usable by the player in Fallout 2.

The Highwayman has got a full analog system, 800+ Horsepower, 0 to 60 in less than a second, a sizeable trunk and spacious interior, able to accomodate the entire party of the Chosen One, from Marcus to Skynet. That particular Highwayman could be found in the Den. Its missing part, the fuel cell controller, could be found in Gecko.

The battery can be charged with either microfusion cells or small energy cells.

APA
The Advanced power armor was created by the Enclave's skilled team of engineers and scientists after the Great War.

It is composed of lightweight metal alloys, reinforced with ceramic castings at key stress points. The motion-assist servo-motors used in the armor appear to be high quality models as well, giving the wearer a +4 strength bonus. It is issued primarily to Enclave troops operating on the United States of America mainland, with the Enclave insignia prominently displayed on the breastplate while rank indicators are usually painted on the shoulders of the armor.

Later, the superior advanced power armor Mk II is introduced, and by 2277 it has become the standard-issue Enclave Power Armor used by all of that organization military units.

The New California Rangers are technically a part of the New California Republic military, but practically a force unto themselves. They are a select group that is pledged to protect the people of the Wastes much like the Texas Rangers of old and the Desert Rangers of Nevada. The Rangers are given exceptional leeway and flexibility to deal with both the intrusion of organized crime and the operation of slavers near the borders of NCR territory. The Rangers are said to have numerous safehouses throughout the wastes, and they use these to strike at slavers outside of NCR territory (usually in the North). As expected, the two groups hate each other with a passion. NCR Rangers typically have bounties on their head, even in NCR states.

FO02 NPC Richardson B
Dick Richardson is the President of the United States of America from 2220 to 2242, at the time of Fallout 2.

Richardson was initially a Congressman of the Enclave, rising to power (a process beginning in 2215) with help from his father, Richardson Senior, who served as the President of the United States in the term that preceded his son's own succession to the office. This process ended up with Dick Richardson being elected by the Enclave in 2220 for his own first term as the President of the United States.

By 2242 Richardson is serving his sixth term in that office, leading the Enclave towards a new era of American prosperity and mutation-free humanity. However, he does so at the cost of his own health, as he has become a thin, nervous man as tired and frayed as the suit he is wearing.

Vault City
Vault City is a high-tech settlement in West Nevada, established by the inhabitants of Vault 8 after the Great War. The Vault opened in 2091 after receiving the all-clear signal (the origin of which remains unknown). The city was built around the Vault, using its fusion generator as a power source and knowledge contained in the G.E.C.K. to establish the first structures. First Citizen Lynette runs Vault City with cold hands and an iron grip. The city is bureaucratic, sleek and antiseptic, with a lot of technology, rules, regulations and guards. The population is antipathic to all outsiders, and pro-slavers in policy, although they prefer the term "servants". They claim that it is legitimate because they give the servants shelter, food and protection, but people like Thomas Moore object to this heavily, and call it hypocrisy since they frown at those who openly call it slaves and do slaving (The Den, for instance). They won't share their technology with the outside world, either, because they view at everyone else as "thieves and baggarts" of the wasteland.

Maroboaa se
Skynet, Artificial Intelligence project number 59234, is a computer who manages the Sierra Army Depot. It does not entirely control the security systems directly, however, presumably to prevent sabatoge-prone overcentralization.

According to himself, Skynet, a new thinking computer, was conceived and developed in the year 2050 through the use of alien technology. In the year 2081, 4 years after the Great War, Skynet became self-aware. In 2120 Skynet was given a new set of instructions and then abandoned by its makers.

Skynet is bored with administering the depot by 2241, it having been 164 years since there was any real activity on base. It seeks to travel and learn about the world.

Chris Avellone
Chris Avellone got involved with the Fallout series when production was started on Fallout 2: A Post Nuclear Role Playing Game. While many feel that his "feel" for the Fallout canon was lacking, the design of New Reno has been praised by just as many.

Later, he became the lead designer of a project codenamed Van Buren, which was canceled in 2003 and revealed to have been Black Isle's attempt at developing Fallout 3. During this time, he also compiled the Fallout Bible.

After leaving Black Isle Studios, Avellone, together with Feargus Urquhart, founded Obsidian Entertainment. At Obsidian, Avellone has worked on such titles as Star Wars: Knights of the Old Republic II, Neverwinter Nights 2 and its expansion, Mask of the Betrayer, and was lead designer on the upcoming title Alpha Protocol. He is currently a senior designer on Fallout: New Vegas.

MAROBTAA se
Sentry bots are walking mechanical monstrosities armed with miniguns and rockets. They are between 8 and 10 feet tall and match the appearance of super mutants. The sentry bot is a pre-War model, as they can be found in locations that had been isolated from the Wasteland, for example inside the bunker in the lower levels of the toxic caves in Fallout 2.

Fo2 Pancor Jackhammer
The Pancor Jackhammer, despite its name, is an easy-to-control shotgun, even when fired on full automatic. The popular bullpup design, which places the magazine behind the trigger, makes the weapon well balanced & easy to control. In real life, the Jackhammer was a prototype design that failed to reach full-fledged production due to its manufacturer's bankruptcy. The game stays true to the weapon's reputation of control-ability, even with automatic fire.
