Characters within the game range from enemies to your own citizens. Vault citizens are known as dwellers and players have taken to calling enemies invaders.
Rare and legendary dwellers are found in lunchboxes. Legendary dwellers arrive wearing a legendary outfit and a rare weapon. Rare and legendary dwellers keep their outfit when entering the vault, rather than immediately switching to a vault suit.
There are 39[1] legendary dwellers to collect. Legendary dwellers are named after characters from Fallout 3, Fallout 4, Fallout 76 and the Fallout TV series. Rare dwellers have a total sum of 28 SPECIAL points, with the exception of 3 preset dwellers. Legendary dwellers have a total sum of 40 SPECIAL points.
Rare and legendary dwellers are not unique. A vault can have multiple rare and legendary dwellers of the same name. All rare and legendary dweller cards are equally likely to be found in a lunchbox, regardless of whether any rare and legendary dwellers are already in the vault.
Some legendary dwellers, such as Sarah Lyons, Three Dog and Preston Garvey, can be obtained by completing their respective quests from the overseer's office.
Rare dwellers can also appear randomly at your Vault door though the chances of this happening are very low, rare dwellers usually do not carry weapons when you reveal their card, but if you buy the Vault-Tec Starter Pack, the two rare dwellers you get will have weapons.
Rare dwellers also have randomized skins, hair and names. There are also 20 preset rare dwellers in the game files that cannot be found in lunchboxes or quests.

Notes[]
- Legendary characters' SPECIAL stats differentiate from the main series NPCs they correspond to. Some come equipped with specific weapons which they did not wield in their original games.
- The original twenty legendary dwellers available in Fallout Shelter version 1.0 are based on characters from Fallout 3. Those added in updates have been based on Fallout 4, Fallout 76, and the Fallout TV series.
- Mr. Handy and Preston Garvey were added in version 1.1, and the Mysterious Stranger and Piper were added in version 1.2.
- Old Longfellow was added in version 1.5, for a limited time you could obtain him in a special event that started on May 12, plus 5 lunchboxes, but only in a single vault that you opened first when this event was launched. After the event, he can still be obtained from lunchboxes.
- The Mysterious Stranger cannot be obtained as a dweller. However, he sporadically appears in the Vault with his trademark music sting, before disappearing several seconds later. If the player taps him, they receive caps.
- Bottle and Cappy will occasionally visit the player's vault after completing the Nabbed from Nuka-World questline. They will increase happiness, and provide a few caps or Nuka-Cola Quantum when clicked on.
- Sarah Lyons and Elder Lyons, despite being related in their game of origin, are not coded as such in Fallout Shelter. Thus, they can breed despite being father and daughter. The same goes for Lucy, Norm and Hank, who are siblings and father and daughter respectively.
- Abraham Washington initially had an outfit that has no name and provides no bonuses. Despite the fact that the in-game Washington was wearing a blue shirt with a green pullover, the outfit's icon was the same shirt icon that a new dweller has before being brought into the vault. This icon only appeared in Abraham Washington's infobox; the outfit selection pane showed no icon, name, or bonus.[2] If this outfit was replaced, it would not enter your inventory, and thus could not be given to another dweller. Washington could not return to this outfit once changed.[3]
- This changed with the 1.5 release. Abraham Washington now comes equipped with Abraham's relaxedwear. If you previously changed his outfit, the relaxedwear appears is added to the storage inventory.
