Expert merchants, or level 4 merchants, are recruitable, unique characters who offer expanded inventories when assigned to a particular store at a settlement.
Every merchant requires a level 3 store and some of them won't offer their services unless the settlement population is large enough. Others are only recruitable after the completion of certain quests.

- Settlements connected with supply routes are counted together for the purpose of determining settlement size, but the script only tracks direct connections.
- Ronnie Shaw has an expanded inventory and a higher caps balance than a level 3 trader. She is recruited after completing Old Guns, but cannot be sent to another settlement.
- Trader Rylee may be recruited after Mystery Meat once the player has built a trading emporium at a settlement with 10 or more settlers.
Bugs[]
- Tina de Luca and Trader Rilee lack dialogue lines after being to settlements. They may be assigned to objects and otherwise function as expected, but they will remain silent. As a consequence, their apparel cannot be altered through normal means.
