18. Take 2 doses of Jet and get addicted, then take the antidote. Strength and Perception by 10.

If Strength and Perception remain equal to 10 for two steps in a row, both BEFORE and AFTER Jet's reception of the antidote, then their value is fixed. Here you can stop or continue the cycle (dose) - (sleep 48 hours) - (dose) ... to keep building Action Points.
By the way, if you decide to stop at this stage, and then want to build up Action Points, then it is not necessary to repeat the whole procedure again. Just start the cycle again (2 doses of antidote) - (sleep 48 hours) - (2 doses of antidote). But! The number of ARs will become stable only after 3 repetitions of the cycle.

Using this wonderful method, a hero who starts the game with the "Gifted" perk and has approximately 20 doses of Jet and an antidote can have all stats equal to 10 by the end of the game even without the aid of sunglasses.
On such a hero, I tried this procedure ten times, and each time everything worked out strictly according to the instructions. I'm sure this method will work on any hero, if the hands grow from where they need to :). If successful, you will receive 1500 xp and will be able to give the gate guard the password. Then go to the quartermaster, tell him you're a recruit, then collect the loot from the adjacent room, which includes the power armor. If the player leaves Navarro and then returns, they can receive the xp again and the previously gained loot will respawn if the player passes Chris' speech check.

After she has been slaughtered by Grisham or after one has had the Bess encounter, return to a point in the game where Bess' broken leg has not yet been healed. Though you can ask Miss Kitty to "hook up my friend here with a little something special" with only Bess in the party with you, dialogue just closes.
