Gameplay in the miniatures wargame Fallout: Wasteland Warfare takes place on a physical map that players can populate with pieces of model terrain, also called scenery, to add difficulty or flavor to games. Modiphius releases a selection of officially supported terrain for both flavor and gameplay purposes.
Terrain rules[]
- Climbing and falling- When a model attempts to move up or down terrain it performs an Agility test. On a success it can move up to its movement length as if it were passing through difficult terrain, but on a failure it falls. A model that ends its movement mid-climb cannot attack or use expertise but can be targeted by enemy models within 2 inches of its base. A new Agility test must be passed each time a model resumes moving after ending its movement mid-climb. A player can elect to use a model's move action to jump instead of climbing down terrain. Jumping down incurs fall damage at one less range than it would have taken from falling (for example, a model that jumps down 8 inches takes damage as if it fell only 6 inches). A model that's unit card displays the Inability to Climb characteristic is unable to climb or use ladders.
- When a model falls, it takes physical damage equal to the distance fallen in inches minus 2 and the player rolls twice. The first is a damage effect dice roll, which adds an extra point of damage for each damage icon and reduces the model's armor by 1 for each Nuka Cola icon. The second is an armor roll to determine if the model's armor reduces the damage suffered. Models wearing power armor do not suffer fall damage. A model that falls from a height greater than 12 inches is automatically removed from the board without a damage or armor roll, except if it is wearing power armor.
- Example: A super mutant falls 8 inches and the damage effect dice result is one Nuka Cola bottle, totaling 6 damage and -1 to physical armor. Because of the dice result, the super mutant's physical armor 2 is reduced to 1, but it passes its armor roll by rolling a 1. The super mutant suffers 5 damage.
- A model that falls less than its total movement range and takes no damage can resume its move action as normal with the remaining distance. Models that fall equal to or more than their total movement range (or take any damage as a result of the fall) immediately end their move action.

- Cover- Any terrain which partially blocks a defending model's line of cover to an attacking model (measured as a straight line from the center of each model's base) provides cover. Cover imposes a -2 to skill checks on an attack and increases the defending model's armor by 1. The effects of cover do not stack regardless of how many terrain pieces a line of cover passes through. For line of cover to count as blocked, it must be able to enter and exit the terrain before touching the other model.
- Area terrain- A defending model standing in this terrain is granted cover even if the attacking model's line of cover cannot exit the terrain. Area terrain is any feature which reasonably impedes vision to any model located outside the area, such as forests, fog, or clouds of smoke. During battlefield set-up, players may decide whether area terrain also blocks line of sight if a model's base is completely within it.
- Difficult terrain- Any terrain which has an uneven surface, must be climbed, or leaped over causes a model that passes through it (unless it has the Unimpeded characteristic) to gain the Slow condition. Its movement speed is reduced by one length (to a minimum of 2 inches) until it exits the difficult terrain.
- Elevation advantage- The top edge of any terrain piece which is at least 2 inches above a model's base is a significant edge, and any model standing on this terrain is considered "elevated". Significant edges block line of sight to elevated models that are more than 2 inches away and count as cover for models within 2 inches. When an elevated model shoots at a model below the significant edge, only terrain within 2 inches of the defending model's base counts as cover.
- Impassable terrain- Any terrain that a model could not reasonably move through or climb past is considered impassable on the battlefield. Models that fly or hover can bypass impassible terrain. These include features such as bodies of deep water, tall walls or fences, and hazardous areas.
Basing greebles[]
Basing greebles are terrain pieces added to other terrain or model bases to modify their appearance. They are designed to feel ubiquitous, so as to fit into games set anywhere in the Wasteland. Modiphius suggests that some basing greebles can alternatively be used to represent either objective markers or loot during games.[1] Each basing greeble piece is named for the set it appears in followed by a number. For example, the cave fungus piece is named "mushrooms and fungi 2".

Characters and creatures[]
Several pieces of terrain in Fallout: Wasteland Warfare represent characters or creatures, either alive or dead. These lack any unit rules as most characters and creatures have and instead function solely as terrain during games. Some, such as the Scorched statues, are suggested for use as objective markers.[2]

Objective markers are terrain pieces used to represent conditions on a map that players must complete to win the scenario.
Scatter terrain[]
Terrain pieces that have no special functions. Scatter terrain is placed on the game map for flavor purposes or for increasing difficulty, such as by impeding unit movement and line of sight.
