Escape Artist is an Agility-based perk in Fallout 76.
Effects[]
Running will no longer produce movement sounds, improving the ability to sneak. Entering sneak mode will temporarily cloak the player and break detection. This ability may be used once every 3 seconds.

Prior to patch 1.1.2.9, gaining invisibility via the Chameleon mutation while already invisible due to the Escape Artist perk or vice versa would result in the player character gaining permanent invisibility.[patched]
