The Enclave is a faction encountered in the Commonwealth in Fallout 4.
Previously being mentioned-only, the faction was physically added into the game with the 2024 next-gen update. A new questline centered on the Enclave was also added, Echoes of the Past, focusing on stopping a group of Enclave military operatives from spreading its dangerous ideology. The update also added free Creation Club content, including weapon and armor skins, the Tesla cannon, X-02 power armor, Hellfire power armor, and the heavy incinerator,[Non-game 1] and retroactively canonized the group of Enclave remnants encountered in the Creation Club content "X-02 Power Armor."
Background[]
Failure in the Capital Wasteland[]
A decade prior in 2277, the Enclave's East Coast presence was that of an organized military force that vied for direct regional domination. Around that year, however, they suffered heavy losses against the forces of the D.C. chapter of the Brotherhood of Steel during the Brotherhood-Enclave War, including the destruction of their stronghold at Raven Rock and the defeat of the high-ranking member Colonel Autumn at the Jefferson Memorial during the Battle of Project Purity, in the Capital Wasteland, and have since been largely absent from the region. One researcher in the Enclave, Whitley, believed that the faction still had a station in the city of Chicago, Illinois as of 2277, although its status is also unknown.[1]
Following their victory, the Brotherhood seized a great amount of Enclave technology and resources left behind in the war and used them for its own purposes, including in the construction of an airship, the Prydwen at Adams Air Force Base, a former Enclave stronghold that fell to Brotherhood control near the tail-end of the war.[2]
The status of the East Coast Enclave as a whole in the intervening decade since is unknown. Individual Enclave members and military units are known to have survived, such as the Black Devil, a deserter-turned-vigilante (retired as of 2287); Brian Richter, a former lieutenant and the sole survivor of a failed mission who subsequently joined a sect of the Church of the Children of Atom in Maine; and a squad led by an unnamed lieutenant that was hiding in a bunker close to the Commonwealth, having lost contact with the rest of the Enclave (and still remained isolated as of 2287).[3]
2287 Commonwealth expedition[]
By 2287, surviving remnants of the East Coast Enclave appear to have reorganized and reestablished a chain of command in some capacity, with a headquarters in an undisclosed location outside the Commonwealth. That year, this resurgent Enclave faction sent an expedition to the Commonwealth, seeking to recover any valuable technology and equipment and establish a permanent base of operations in the region.[4][5] At some point, they discovered and garrisoned the former Atlantic Offices in the Glowing Sea as their field headquarters, with an officer named Elias stationed there to oversee their operations while communicating with First Lieutenant Franklin, who conducted all the actual retrieval operations from a field camp, interrogating and torturing local wastelanders for information on missing Enclave technology and even massacring entire caravans for their goods. Standing orders given to all personnel were to kill any non-Enclave personnel who found their camps, leave no witnesses, and kill anyone whom they obtained information or resources from as soon as they became unnecessary.[6][7][8][9] Elias was also advised by his superior outside the Commonwealth to find ideal sites for larger headquarters, with the superior insinuating that any civilian presence at a site was not a problem, as they could be easily "removed."[5]
Apart from establishing a presence, the expedition's main goal was to retrieve any high-value equipment they could find, especially lost Enclave technology. Among their targets were the Forged raider gang, who took possession of a heavy incinerator after a deserter traded it for food (the Enclave later "proportionally disciplined" the soldier by killing them); Pyro, a Forged member in possession of a set of Hellfire power armor (speculated as taken from a deserter he killed); and the Gunners, a mercenary group with a large stockpile of plasma weaponry and ammo. Enclave orders were to attack and execute any encountered Gunner squads, with their usual "no survivors" policy. Scouting efforts also uncovered the Brotherhood's presence in the Commonwealth at Boston Airport but their superior prohibited any attempts to go up against them. The Enclave also found reports of a Tesla cannon in the area but decided not to pursue it due to its proximity to the field headquarters. On a general level, they were also tasked with recovering any fusion cores they found, with the usual fare of killing anyone who had them.
The Commonwealth expedition had three other smaller encampments, intended as staging sites for future missions: a southern camp south of Gunners plaza, an eastern camp east of Parsons State Insane Asylum, and a western camp southwest of Dark Hollow Pond.[10] At these camps, it is known they were studying and harvesting mirelurk DNA, dispersing Eyebots around the area to promote Enclave propaganda, and researching the local flora. Each camp was given a copy of the Enclave Entrenchment Manual for post-War survival.[11]
The main Enclave expedition and the remnant squad pursuing the Black Devil apparently never made contact nor seemed to be aware of each other's presences in the region.[3] However, the main Enclave expedition had learned about the vigilante using their technology and planned to retrieve the stolen X-02 power armor in the future.[12]

Enclave soldier[]
The Enclave soldier is roughly equivalent to a Gunner, wearing leveled combat armor and plasma guns. They can be encountered during the quest Echoes of the Past.

- The Enclave is mentioned in a pre-War Boston Bugle article found on a terminal in the Boston Bugle building, where Mags Veccio outlined her investigation and discovery of the Enclave Oil Rig and its official designation, "Control Station Enclave," which substantiated rumors of "a secret, militarized 'shadow government' known as the Enclave, that would take control of the United States in the event of a nuclear conflagration."[13]
- One of Deacon's idle comments has him joke that he plans to try and convince the next Railroad recruit that he's actually President Eden.[14]
- The Enclave is mentioned by members of the Brotherhood of Steel, but only in regards to the Brotherhood-Enclave War in the Capital Wasteland:
- Proctor Quinlan mentions the defeat of the Enclave in passing while describing Elder Maxson's rise to power in his unofficial biography.[15]
- Paladin Danse describes the assault on the Enclave stronghold at Adams Air Force Base and the death of his mentor Paladin Krieg during the attack.[16]
- Lancer Captain Kells mentions salvaging Adams Air Force Base after the defeat of the Enclave following the success of the battle and the subsequent construction of the Prydwen.[2]
- Proctor Ingram mentions Liberty Prime's role in defeating the Enclave when showing off the storage bay full of its scattered parts.[17]
- The Far Harbor add-on added a single character related to the Enclave: Brian Richter, formerly an Enclave lieutenant, presently the Grand Zealot of the chapter of the Church of the Children of Atom residing on the Island near Maine. He states that he came to join the cult after being lost on a long-range recon mission north from the Capital Wasteland, left trapped in a sealed, irradiated bunker. He only survived the intense radiation due to his natural immunity, supposedly a gift from "Atom" whereas the rest of his unit died; Richter was rescued by Tektus, who was Grand Zealot himself at the time.[18] He does not openly talk about his past ties and only mentions the Enclave's name after being pressed about it.[19][20]

We'd made our way into the containment cellar, only our team engineer hadn't set the door locks right. Fifteen inches of lead-wrapped steel slammed shut behind us and locked tight, not to open again until Division. And I got to watch them all crumble and die while I lasted on two sips of water a day and the occasional roach. The High Confessor - he was still a zealot back then - he eventually turned up a couple weeks later.They cracked the seal on the door, pulled me out, dragged me back here where the Archemist nursed me back to health. It's only thanks to Atom's blessing that I didn't die vomiting my guts onto the floor, forced to eat my own shedding hair. Now, did you have any other questions?"
