The Enclave of the East Coast appears in Fallout 3, a remnant of the United States pre-War government.[1][2]

Background[]

The Enclave forces on the eastern seaboard were focused in locations such as the Adams Air Force Base and Raven Rock.[3][4] Following the fall of the contingent on the west coast, President John Henry Eden took office, next in the line of succession.[5] Under his leadership, patrols monitor civilian behavior through a system of checkpoints.[6] President Eden can be heard broadcasting on Enclave Radio throughout the region.

The East Coast contingent supported its own armed forces, known as the Department of the Army.[7] The army utilized militarized robots alongside soldiers, including Mister Gutsy units and sentry bots. Specialized units such as Squad Sigma were tasked with protecting specific interests, and artillery strikes were authorized by Enclave High Command.[8]

Several divisions of the Department of the Army's Field Operations Sector engaged in research initiatives, and attempts to make contact with Vault-Tec vaults to negotiate for access to facilities and data stores.[9] The Research and Development division collected samples from nearby craters and conducted experiments on technology such as Rho ID chips.[10][11] The Peacekeeping and Recovery operations involved census records and weapons inventory.[12] Fauna Detail Charlie conducted research on the effects of domestication units on captured wasteland creatures.[13]

Raven Rock[]

At Raven Rock, the president conducts operations with Colonel Autumn serving as their second in command.[14] Their aims involved securing the Jefferson Memorial and the Project Purity water-purification initiative from the scientists within by force.[15] This project was an effort to build and utilize the mechanism to purify millions of gallons of water at once for those living in the region.[16] The colonel and president disagreed on the best course of action for the Enclave concerning the purifier.[17][18] Colonel Autumn saw it as an opportunity to draw large numbers of people to the Enclave for "fresh water, protection, and a plan for the future."[19] President Eden planned to utilize the project to spread a modified FEV toxin through the water, killing all mutated individuals and creatures upon ingestion.[20][21]

Adams Air Force Base[]

At the Adams Air Force Base, research was conducted on projects focused on Duraframe Eyebots, Hellfire power armor, and deathclaws.[22][23] The facility included the mobile base crawler, and orbital strike capability via the Bradley-Hercules satellite relay station.[24] The Enclave has engaged in a series of conflicts against other factions, such as the Brotherhood of Steel, members of which referring to Enclave initiatives as "sinister," including dealing in advanced technology and weapons.[25][26] The citizens of the Capital Wasteland developed plans to take advantage of the ongoing conflict.[8][27]

Elder Lyons states that he knows the Enclave is the greatest threat the Capital Wasteland has ever faced, the Brotherhood having encountered them 30 years ago in California.[28] The Brotherhood intended to fight the Enclave while managing the water purification project, accomplishing this by attacking the airforce base, breaching the perimeter, resulting in Enclave High Command providing clearance to utilize artillery strikes.[8][29] The Brotherhood defeated the Enclave at both the airforce base as well as Raven Rock, commenting that the sophistication and quantity of technology recovered is advanced.[30][31][32]

  1. The Chosen One: "You're the President of what United States?"
Dick Richardson: "I am the elected representative of the people. The United States does still exist. God bless us, every one. We've just had to adapt in order to survive after the war."
    (Dick Richardson's dialogue)
  2. Courier: "What are you talking about?"
Arcade Gannon: "I wasn't always with the Followers, or with the NCR. My late father was an officer in a group called the Enclave, a remnant of America's Pre-War government. Memories being short around here, not a whole lot of people remember them. But they did bad things. Terrorized communities, kidnapped people. Eventually, someone stopped them. I was born a few years later at a military base on the coast, a place called Navarro."
    (Arcade Gannon's dialogue)
  3. Arcade Gannon: "Wow. That thing is definitely carrying around a bunch of Enclave intel. Adams is on the eastern seaboard of the country."
    (Arcade Gannon's dialogue)
  4. MODUS: "We were once connected to Enclave hubs across the United States from here - Raven Rock, the Presidential Rig. It is likely we will never see those places again."
  5. Lone Wanderer: "My point is that your government isn't legitimate. You have no right to rule."
Colonel Autumn: "I see. And what of the chain of command? When the Enclave fell on the west coast, Eden was next in line for leadership."
    (Autumn's dialogue)

  14. Lone Wanderer: "So you control this whole place?"
John Henry Eden: "I have direct control over all technology here in Raven Rock. The humans here follow my orders, but they, like all humans, have free will. Their dedication to serving their country suits me well, but it will not be enough forever. We must make progress. That is why you are here."
    (John Henry Eden's dialogue)
  15. Enclave Radio Speech 9 - We Are at War: "We stand now, at the precipice. Our great nation once more threatens to crumble, to topple into the sea of lawlessness and despair that have ruled us all for over two hundred years. In short, my dearest America - we are at war. Even as I speak these words, fearless Enclave soldiers are fortifying their positions at the great water purifier, bracing for an inevitable assault. The Brotherhood of Steel, in their arrogance, has claimed Project Purity as their own! They would steal the Enclave's work, steal America's water! It is only a matter of time before the traitors march on the purifier, and attempt to take it by force. Let them come! Wave upon traitorous wave will crash against the Enclave's walls! The Brotherhood of Steel will fail! All those who oppose the Enclave will fail! I am President John Henry Eden, and this is my pledge -- no one, NO ONE will take this great nation away from me! God bless the Enclave! God bless America!"
  16. Lone Wanderer: "What exactly is this "Project Purity"?"
James: "It started as an idea, really. Remember the Bible passage your mother loved so much? Free, clean water for everyone. What a difference it could make in the lives of everyone here in the Wastes. Over time, that idea took the form of a purifier. Not like the one in the Vault, though. This one was gigantic, capable of purifying millions of gallons of water at once. We used the old Jefferson Memorial for the location, right on DC's Tidal Basin. Someday soon, I hope you'll see it work."
    (James' dialogue)
  17. Lone Wanderer: "If you want me to help you, why are your soldiers attacking me?"
John Henry Eden: "Ah, yes. That is a bit of a problem. Colonel Autumn and I have, of late, disagreed on the best course of action for the Enclave. While I have direct control over the technology in Raven Rock, he has control of the human soldiers."
    (John Henry Eden's dialogue)
  18. Lone Wanderer: "Why do you want my help? Why not have Colonel Autumn help you?"
John Henry Eden: "Ah, yes. Colonel Autumn. My trusted subordinate. I'm sure you've noticed that Colonel Autumn and I do not see eye-to-eye these days, figuratively speaking of course. The good Colonel and I disagree on how best to approach the problem of the Wasteland. He feels my methods are too extreme. He has allowed his humanity to cloud his objectivity. And now that he is publicly countermanding my orders, I can no longer rely on him. And so I turn to you. I hope that you are able to see the larger picture, to understand what's at stake. And of course, if you are successful, there is a place for you in the Enclave. Perhaps you could succeed the Colonel as my confidant."
    (John Henry Eden's dialogue)
  19. Lone Wanderer: "Give it up, Autumn. You've lost."
Colonel Autumn: "I beg to differ. The Enclave is at the height of its power. Once this facility is operational, the masses will flock to the Enclave for fresh water, protection, and a plan for the future."
    (Autumn's dialogue)
  20. Lone Wanderer: "I'll do whatever I have to if it means getting rid of mutants."
John Henry Eden: "I was hoping you would see it my way. If the water purifier can be activated, it can be used to distribute toxins that will eliminate any mutated creatures upon ingestion. The longer it runs, the cleaner the world becomes. I need you to see that it starts running, and that the necessary modification is made."
    (John Henry Eden's dialogue)
  21. Lone Wanderer: "Won't this kill pretty much everyone in the Wasteland?"
John Henry Eden: "Anyone or anything that has been affected by mutation will be eliminated. You will likely be immune, thanks to your upbringing in the vault. Likewise, the good people of the Enclave will be unaffected as well. I understand that you may have become sympathetic to certain individuals in your travels. Individuals this will eliminate. Please recognize that the fate of our entire country rests on this plan. Sacrifices must be made for the greater good."
    (John Henry Eden's dialogue)
  22. Whitley: "All due respect sir, I think you're making a mistake. We're close to a breakthrough with the Duraframe Eyebots, I can feel it! Yes, sir. Yes sir, I understand that we need the Duraframe assets for Hellfire armor, but- No, sir. Yes, sir. I understand, sir. I'll tell the team to start disassembling the ED series prototypes right away."
    (Whitley's dialogue)
  23. Stiggs: "Well, just above us is a deathclaw research facility. Most of the deathclaws are out fighting, but there might be one or two left."
    (Stiggs' dialogue)

  25. Lone Wanderer: "So... Any thoughts on the Enclave?"
Elizabeth Jameson: "Quite a few, but most are distinctly unladylike, and unworthy of discussion. I will tell you that the Brotherhood has encountered the Enclave before, and their motives were just as sinister then as they are now."
    (Elizabeth Jameson's dialogue)
  26. Rothchild: "We isolated the transmissions and found their origin point; an old military installation in Rockland, to the southwest. Based on data and tech gathered from these locations, we've determined that the Enclave forces are still maintaining remote communications. Cut off from their leadership, it was expected that their forces would be in complete disarray. This has not been the case. Based on a combination of intelligence and field reports, other Enclave locations throughout the Wasteland were found."
    (Rothchild's dialogue)

  31. Lone Wanderer: "So, what happens to the Brotherhood now?"
Reginald Rothchild: "I've been amazingly busy ever since we began clashing with the Enclave. All their technology is amazing. It's going to take me years to sift through the wreckage of their mobile platform alone. I suppose we have you to thank for that."
    (Reginald Rothchild's dialogue)
  32. The Lone Wanderer: "Why would you abandon everything you worked for with Doctor Li?"
Anna Holt: "Look, it's not personal. Really, it's not. But Doctor Li... She's scraping by. She's scavenging for parts in the Wastes. The Enclave has everything it needs. They're light-years ahead of anything Doctor Li could accomplish. Working here is my best chance to help make the world a better place."
    (Anna Holt's dialogue)
