Led by President Dick Richardson and Vice President Daniel Bird, the Enclave contingent on the West Coast of the former United States established facilities in addition to the oil rig, such as the Camp Navarro military base.[1][2] With a limited range, vertibirds were able to refuel at the isolated Navarro location.[3][4] Enclave Control Company maintained perimeter defense of the facility and Enclave patrolmen cite Proposition 312 as justification to eliminate illegal aliens in the area.[5][6] Additional outposts were located throughout the former state of California.[7] Specialized units such as the Secret Service were tasked with protecting specific interests.[8][9][10]
Observed by nearby factions such as the Brotherhood of Steel, the Enclave expanded, establishing outposts while communicating with Vault-Tec vaults to negotiate for access to data stores.[11][12] President Richardson indicated that these vaults served as "sanctuaries" so that "the glorious American civilization" would endure but also engaged in social experimentation.[13] The oil rig location was powered by a Vault-Tec uranium nuclear reactor, overseen by the Enclave's Atomic Energy Commission.[14]
Research[]
Those operating on the oil rig developed their own goals, including the elimination of a "mutant threat" by way of murdering non-Enclave inhabitants on the mainland.[15][16] Unwilling to cohabitate with wastelanders, the West Coast Enclave focused its research efforts on "cleansing the mutants" in order for "true humans, and democracy, to be safe."[17][18][19] The group procured a sample of a toxin known as the Forced Evolutionary Virus from the Mariposa Military Base.[20][21] Through subsequent research efforts, Enclave scientists were able to modify it into a more toxic aerosol pathogen known as FEV Curling-13.[22] The virus and antidote were tested on the inhabitants of Arroyo and Vault 13.[22][23]
The initiative was successful and preparations were made to release the toxin, the potential victims referred to by the president as an "unfortunate footnote in the continuing history of the human race."[24] Before the deployment took place, the oil rig was destroyed.[25][26][27] In response, the Enclave's command structure fell apart, and the New California Republic forces destroyed the Navarro base, stating that it posed a threat to the region.[25][28] Enclave members who survived fled and attempted to integrate elsewhere, persistently hunted by NCR and Brotherhood of Steel forces.[28][29][30]
Remnants[]
A small contingent of survivors known as the Enclave remnants escaped to the Mojave Wasteland and settled after the dissolution of their group. They have access to a bunker that was previously utilized as a refueling station for vertibirds, now housing armor that was stashed years ago.[31] The password required to enter the bunker is in the form of five words, one of which each remnant member has, equating to "Dear Old Friends Remember Navarro." Arcade Gannon is the son of a late Enclave officer who also resettled in the region, since keeping a low profile to avoid detection.[32][33][34]
The Enclave organization is inspired by pre-War United States organization, though adapted to its much smaller size. While in theory this should include democracy and checks and balances, the Enclave voting typically leads to the election of strong men exercising near total power over its subjects.[35]
Civilian agencies also appear, such as the Atomic Energy Commission (tasked with maintaining the oil rig's nuclear reactor), and the Vault-Research Control.[12]
Interactions with the player character[]
The Enclave is a late game antagonist first seen in the intro, although its existence is only hinted at throughout most of the game. The foreshadowing is sporadic: In Klamath, the player can find a crashed Vertibird and a malfunctioning Enclave robot. In the Den, the player can learn that Metzger eavesdrops on the Enclave-Salvatores communications,[37]help guard a secret transaction taking place in the desert at New Reno,[38] and even exchange words with an Enclave communications officer on the oil rig in Gecko (and be threatened with a Verti-assault team, though this does not have any effect in the game).[39] However, even when meeting Frank Horrigan in the desert, the player is unable to interact with the Enclave in a meaningful fashion until after Vault 13.
Collecting the GECK triggers the abduction of Arroyo, and guides the player to San Francisco, where the focus of the game shifts to wiping out the Enclave and the threat it poses to the wasteland. To reach the oil rig, the player has to restore the PMV Valdez, which requires visiting Navarro and Vault 13 to collect parts - all the while witnessing the Enclave's atrocities. At this point, the player can choose to fight Enclave soldiers, which is a late game challenge, as the soldiers are typically equipped with advanced power armor and wield high end weapons.
Stop the Enclave: The final quest, to stop the Enclave from unleashing genocide upon the world.
Random encounters[]
Enclave troops are encountered in the squares around Navarro, and represent a significant challenge. However, they can also be farmed for both experience and loot to sell, although due to the game's balance, it's unlikely to be a significant issue at this point. Patrols with Vindicators, however, are an excellent source of the otherwise rare 4.7mm caseless ammunition.
