It is a second generation Wattz Electronics electronic lockpick, called the Micromanipulator FingerStuff. The Mark II version includes updated software and interface tools.

It can be used to pick electronic locks and security devices, giving a larger bonus (+40%) to Lockpick than the regular lock pick (just +20%).
