Location
Dutchman's instructions is found on Dutchman, a corpse in Bedford Station. It hints towards a blue barrel full of gear, that is located in the blue rail car NE of the body, it is highlighted by a Railroad symbol on the wall next to it. Her body can be found under the water tank in front of the old switching station (near where Dutchman's body is originally found). She also had instructions on her advising that the package would arrive at midnight.
