Dutchman's Instructions are a paper note in Fallout 4.

Location

Dutchman's Instructions is found on the corpse of a survivor in the Bedford Station. It hints towards a blue barrel full of gear. The body of the Courier named Helena, can be found under the water tank in front of the old switching station (near where Dutchman's body is originally found). She also had instructions on her advising that the package would arrive at midnight.
