The 20lb and 160lb dumbbell are junk items in Fallout 4.
Characteristics
Dumbbells consist of a steel pole with lead weights on each end equating to either 20 or 160lbs, and were intended to be lifted with one arm. They cannot be used to increase strength, and have no uses apart from being sold or scrapped.

The dumbells can be broken down into its individual components for use in crafting:

Notes
Even though the 160lb variant is called a dumbbell in the game, it is actually a barbell.
