Mr. Donoghue is a resident of Massachusetts. He is encountered in pre-War Sanctuary Hills as well as in a post-War random encounter in 2287 in which he has turned into a feral ghoul and attacks the Sole Survivor with several other neighbors from Sanctuary Hills.
Background
Mr. Donoghue and his wife are standing outside Vault 111 and will ask the Sole Survivor if they signed up for the program. They will tell them they can't get in if they didn't sign up.
