Dominance is a paper note in Fallout 76, introduced in the Expeditions: The Pitt update.

The note can be found in the sewer section of the Sanctum, inside of the torture room with the hanging chains, during From Ashes to Fire. The note is on a desk with some chalk drawings on ti.
