The destruction of Control Station Enclave was a sabotage operation carried out onboard a pre-War industrial oil rig off the West Coast of the North American continent, in the Pacific Ocean. The rig was being utilized as the headquarters of the paramilitary organization known as the Enclave during their operations to destabilize and conquer the wasteland until they were stopped by the Chosen One in late 2242. The event serves as the climax of the main story for Fallout 2.

Prelude[]

Vault 13 and Arroyo[]

Around mid-May 2241, the leadership of the Enclave sent a coded sequence to the computers within Vault 13, tricking them into declaring the All-Clear Signal to its current residents (including some of the Vault Dweller's generation). The dwellers accepted, believing it to be Vault-Tec finally telling them to begin reclaiming the wasteland for humanity.[Non-game 4] A day later, the Vault dwellers opened the blast door for the first time in a long time, expecting to be welcomed by Vault-Tec staff. Instead, they appeared before two assault squads backed by vertibird support from the Department of the Army. The ensuing invasion incurred at least three known deaths of residents who allegedly "resisted capture," while the paramilitary troopers stormed the Vault interior and abducted the remaining population.[Non-game 5] The day after, the Enclave sent in a battalion of genetically-augmented intelligent deathclaws to occupy the Vault with the intent of killing off any potential witnesses and masking their presence.[Non-game 6] Initially unbeknownst to them, the very intelligence they gave the deathclaws led to the pack leader Gruthar and his mate Kerith abandoning the Enclave's mission and securing the Vault as their nest, from which they hoped to live a peaceful, solitary life with their kin, including a son, Goris.

Two months after the Enclave's secret attack on Vault 13, the isolated tribal village of Arroyo in what was once the American state of Oregon suffered the worst drought in its history, forcing the village elder to declare a ceremony to select a champion who will save them. In late July, the Temple of Trials was entered by the elder's own offspring,[Non-game 7] who passed their test and was subsequently named the Chosen One. They were thereafter given their mission to locate a G.E.C.K. unit as the only hope to save the village.[Non-game 8]

A little over a month into their journey, on August 30, 2241,[2] the Chosen One had a pivotal encounter with the Enclave in the form of a squad by the cybernetically-enhanced mutated juggernaut,[Non-game 9] Frank Horrigan of the Secret Service attempting to press-gang a group of farmers, then giving the order to execute them when they refused. Upon noticing the witness, despite his extreme anti-"mutie" hatred, Horrigan spared the Chosen One solely on the basis of seeing them as a complete nobody and a waste of effort, as they were not his target at the time.

Towards the end of the year, on October 23 (164 years to the day of the Great War), the Chosen One received a vision in their dreams of the village shaman, Hakunin, reminding them of their duty to save Arroyo from its plight.[3] They may have continued to receive dream visions from the shaman throughout the early months of 2242, each growing more desperate and imploring the Chosen One to complete their journey if not done so.[4]

A savior comes[]

Regardless of the Chosen One's prior progress, on July 20, 2242, a little under a year since their departure from Arroyo, the Enclave discovered the location of the village and sent in assault teams to raze it and kidnap as many able-bodied tribesmen as they could, killing off any resistance from the severely under-equipped tribals who were helpless against their power armor and energy weapons. The Chosen One only realized something was wrong after receiving a fourth and final dream vision from Hakunin. However, by the time they returned, the Enclave had already left with the captured tribesmen. A severely wounded Hakunin held on long enough to reveal to the Chosen One that their tribesmen were taken south to a place the troopers called Navarro, as a pitstop for a final destination somewhere out in the Pacific Ocean, before succumbing to his wounds.[5]

Leaving the ruins of their village, the Chosen One embarked on a new mission to save their kidnapped tribesmen and stop the Enclave's plans for world conquest by acquiring the means to reach their seabound fortress, a pre-War industrial oil rig 175 miles off the coast of California.[6] In the course of their journey, they had acquired the assistance of several companions including the super mutant mayor of Broken Hills, Marcus;[7] veteran wastelander John Cassidy;[Non-game 1] fellow tribal Sulik of the Primitive Tribe.[Non-game 1]; and the AI-controlled robobrain, Skynet.[Non-game 10] Together, the Chosen One and co. traveled to San Francisco where they found an old Poseidon Energy oil tanker vessel, the PMV Valdez. With the help of its captain A. Ron Meyers, a deserter from the Enclave who abandoned their genocidal mission,[8][9][10] and an unconventional crew of vagrants who inhabited the hull, the Chosen One's group went about repairing the ship's disabled systems, a result of the Enclave, following security act 9837-334-27A, stealing vital components from it sometime in the past precisely to ensure it could not be used to reach their headquarters.

Under this guiding objective, the Chosen One went to Vault 13 to acquire the parts of the navigational computer (inadvertently witnessing the slaughter of its deathclaw population by Frank Horrigan minus the absent Goris),[Non-game 11] and to the Enclave's vertibird refueling station at Camp Navarro for the tanker FOB held by its commanding officer;[11][12] in the latter case, they also managed to assassinate the Enclave researcher Doctor Schrebur and rescue the cybernetic K-9,[Non-game 3] and liberated the captive intelligent deathclaw Xarn.[Non-game 12]

Once all the necessary pieces were assembled, the Chosen One and co. disembarked from San Francisco onboard the Valdez, using its NavCom software to automatically guide them to the oil rig. Due to still retaining an "Identify Friend or Foe" (IFF) system onboard, a hold-over of its shared pre-War history with the oil rig, the vessel was recognized by the Enclave base’s systems as friendly, ensuring it was able to dock at the seabound fortress without being targeted by its defenses.[13][14]

Event[]

The following is based on player-dependent gameplay events in Fallout 2.

Upon arriving at the oil tanker and docking the ship, the Chosen One may have either stormed the Enclave defense perimeter with their companions or covertly entered disguised in a suit of power armor, thus allowing them to bypass the armored troopers and heavy-duty turrets. They made their way to the base's detention and research level, where they discovered the holding cells containing the captured Vault dwellers and their tribesmen from Arroyo, including their mother. The village elder and Martin Frobisher, acting as the Vaulters' spokesmen, advised the Chosen One to retrieve Vault 13's G.E.C.K., which the Enclave stole and kept stored in a lower-level access corridor, and then shut down the facility's nuclear reactor to disable the protective force fields so they could escape back to the ship.

Once they reached the corridor and figured out a trap room puzzle to retrieve the G.E.C.K., the Chosen One went through the oil rig's presidential level, where they had a face-to-face encounter with Dick Richardson, president of the Enclave, and Charles Curling, head of the United States Chemical Corps. In conversation with one or both of them, the Chosen One learned the ultimate goal of the Enclave and why they had captured the Vaulters and their tribesmen: to test and develop a biological weapon that would be added to the oceanic jetstreams, spreading it across the inhabited hubs of the wasteland and killing off all the irradiated inhabitants to allow the Enclave to "reclaim" the lands of America unopposed. After dealing with the president and obtaining his access key, the Chosen One reached the bottommost level of the rig containing the reactor and found a way to sabotage the reactor, leaving them only minutes to escape.

Afterwards, the Chosen One went for the rig's entrance to leave before the rig exploded, with everyone else already onboard and waiting for them. Just before reaching the entrance, they were intercepted by the Enclave Control Company led by Sergeant Granite, who gave them a fair warning that their escape route was cut off by Frank Horrigan himself, reputed to be an unstoppable killing machine; the Chosen One was able to convince Granite and his team to abandon the Enclave and join them in the coming fight.[Non-game 13] After a pitched battle against the heavily armed and armored juggernaut, the Chosen One emerged victorious and killed Horrigan, immediately escaping onto the oil tanker to sail away. They reached a safe distance just in time for all passengers to get a stellar view of the oil rig being annihilated in a massive fireball, scattering burning metal pieces far and wide.

Aftermath[]

The nuclear destruction of the oil rig put a firm end to the Enclave's plan to poison the Earth's jetstreams and commit genocide on the wasteland's inhabitants. With the loss of many senior authority figures including the president himself, the organization suffered a substantial setback to its agenda along with significant reductions to its manpower, throwing the remnants into temporary disarray amidst the absence of hierarchal leadership.[Non-game 14]

In the aftermath, Enclave personnel that survived, or were not present on the oil rig at the time of its destruction, would ultimately fall back to various secondary locales across New California and beyond.[15] Later in 2242, the bulk of the leadership at Camp Navarro eventually abandoned their base and left for the Capital Wasteland on the East Coast under the command of high-ranking scientist Autumn Senior, by order of John Henry Eden, who claimed to have succeeded Richardson as the Enclave's president. (In reality, Eden was a simulated persona created by the ZAX supercomputer of the Raven Rock military complex, a fact known only to Autumn.)[Non-game 15][Non-game 16] Those who continued to remain at Navarro were eventually wiped out to a man when the military forces of the New California Republic carried out a massive assault sometime around 2246,[16] with the even fewer who survived that becoming the target of manhunts by the Brotherhood of Steel.[17]

Despite the best efforts of both the NCR and Brotherhood, some Enclave remnants escaped their grasp and attempted to integrate themselves peacefully into wasteland civilization while concealing their checkered pasts. This intiative met with varying degrees of success, through a fair number are known to have managed to live in relative obscurity in frontier areas away from the Core Regions, such as the Mojave Wasteland. Among these remnants, none ever learned the full story of the oil rig's destruction, and what little was known was vague on details.[18]

    In the recent past, the Enclave—the remains of the United States government—were evacuated to an oil rig off the coast of California. Little is known about what happened to these forces, although the country has a new commander-in-chief: President John Henry Eden. However, recent reports and chatter have pinpointed the resurgence of the Enclave, with their base centered on a secure underground facility known as Raven Rock. Initial contact was made there 35 years ago.
    During this time, the new President Eden has been slowly rebuilding his resources, thanks in part to the technology already available at the Raven Rock military base. Vertibirds, weapons, and robots were easy to construct, but human followers were more difficult to find. The answer was to rely on Colonel Autumn, who controls the Enclave soldier forces, as well as creating a propaganda-spewing series of Eyebots sent to roam the Wasteland, spreading hope. Eden could spout his pro-government rhetoric, and promise a return of the pre-war America of legend: a land of white picket fences, baseball, apple pie, and good, old-fashioned American global supremacy.
    President Eden's secretive plan all along has been to rule over an America of the "pure," free from any mutation. He has learned of a ridiculously ambitious experiment known as Project Purity, and knew the time to strike had come: His Enclave forces would "reclaim" the Jefferson Memorial. By controlling the purified water, Eden would control the Capital Wasteland, and the rest of the country eventually. What better way to administer modified F.E.V.- which kills anyone infected with any form of mutation-than through the water supply?"

Colonel Autumn has proven to be far less subservient than his scientist father, often openly disagreeing with the president's decisions."
