The fastest way of finding him is opening the south gate to the caverns (Very Hard lock), then soon after a bend to the left his corpse is lying near a ground lantern. The alternative is going through the damp cave, sunken chambers and then entering the caverns.

Background

This branchtender was one of the Oasis' armed guards alongside the other branchtenders. At some point, he traveled into the caverns underneath the Oasis, where he was killed by mirelurks.
