This perk was never implemented, and the only mention of crouched power attack can be found as a condition argument in the G.E.C.K. perk entry point screen when editing or creating a perk, listed as "Has Unarmed Crouched Power Attack."[Non-game 1]
Based on the title and the surrounding perk entry points, this perk would have unlocked another unarmed power attack, like Khan Trick, Legion Assault, Scribe Counter, and Ranger Takedown, with its ability to perform it being based on whether the player is crouched.
