Craig was a resident of Atlantic City and member of the Atlantic City Municipal Government.
Background[]
Craig put a lock on a duffle bag in the armory at city hall, which caused problems for some of his associates trying to access the bag's contents. Matt suggested to Ryan that they should cut it open, but this did not work. Instead, Ryan resolved to seek out David to try and figure out if he had seen Craig or the key anywhere.[1]

Although not explicitly stated, the placement of the note Craig's bag and the bag itself, in the IRS lock-up across from Buttercup's office, indicate that Craig, Matt, David and Ryan were affiliated with the Munis' Internal Revenue Service, and may have been Municipal auditors.
