Cortijo is a member of the Hangdogs in 2253.
Background
Cortijo is a young man who runs a trading post for the Blackfoot tribe. He mostly deals in weapons, food, and slaves (which are turned over to Dominic), but he may have a little gizmo now and then taken on a raid and sold to him by someone ignorant of how it works.[1]

Quests
Mine For Silver, Mine For Guano, Mine For Coal Powder: If the Prisoner takes a diplomatic approach, Cortijo may be spoken to about getting laborers to mine silver, guano, or coal dust/gravel.[1][2]
Other interactions
If the Prisoner convinces the Blackfoots to trade water, Cortijo is the guy to talk to about starting a water caravan.[1]
