The note can be found at Shining Creek Cavern, near a skeleton in the area that leads to the Vault 63 organics section.

We are contacting you on behalf of our client, to inform you that any further delays on the construction will result in the termination of our contract. As foreman we expect you to handle this and honor our deal .
