Split (reason: claim and retake events are different enough to warrant a split)

- Clear enemies from the workshop.
- Activate the workshop to claim it and fight contesting player characters.
Across the map are a number of public workshops. Any player character may attempt to claim the workshop, and use its built-in resources. Public workshops may be used to generate other resources, for example, by installing resource collectors over mineral deposits, growing crops, etc. Examining the workshop in the map lists the resources that can be generated at that location.
Once claimed, the player character will also periodically called upon to defend the workshop from one or more waves of enemies. The player character may also need to defend against the contesting party in a PvP contest.
When the player character gets close enough to an unclaimed workshop, the Claim Workshop quest will automatically activate. The player character must clear the workshop area of any enemies in the area. Once cleared, the player character can claim the workshop. Activating the workbench will start a capture timer. Other player characters in the area can contest the attempt to claim the workshop. Once claimed, the player character has a short period of time (about 90 seconds) to build defenses before the first Defend Workshop quest begins, though this preparation is completely optional.
