The Chinese occupied refinery is a location in the Fallout 3 add-on Operation: Anchorage.

After the Chinese pulse field has been disabled, American T-51b units run across the field with Fat Man units in order to breach the walls of the refinery. The refinery has no interior that can be accessed. The facility contains numerous Chinese soldiers and American T-51b units all fighting in a large courtyard. General Jingwei stands in the middle, executing an American soldier. Some crates are stacked in the back for snipers to take potshots.
