As of the Public Test Server, this note was intended to be found in the Ash Cave, but has no reference records and does not appear to be implemented in-game.
Transcript[]
This note details the ritualistic manufacture and consumption of combat-enhancing drugs and discusses the teachings of the Professor in a nigh-ritualistic fashion. From those note we understand that these people are on drugs constantly.
