Charlie is the unfortunate denizen of Vault City courtyard who drank unfiltered water from the well. As a result, he contracted heavy radiation poisoning and ended up in agony, crumpled on the floor of his tent, located to the left of John Cassidy's bar.

Charlie is a gaunt man. His hair is plastered to his head in ragged clumps, and his skin is hanging loosely on his body[1] due to radiation poisoning. He has no caps, so he can't afford Auto-Doc.[2][3]
