Changed lock is a paper note in Fallout 76, introduced in the Burning Springs update.

This note can be found pinned to a board on the second floor of the main level of Highway Town, above the Scrap and Go crafting hub, across from the main entrance.

I had to change the code on the storage container. I left a clue for you on the chalkboard in case I am not here. Please make sure you erase this once you're done.
Clue: You need the code, to OPEN the door.
