Before the Great War, one-headed cattle were commonly kept as livestock. Some pre-War depictions of cattle can still be found in the wastes, such the sign advertising the Cow Spots Creamery with a picture of a one-headed cow.
The surviving cattle mutated, becoming the two-headed brahmin now commonly found in the Wasteland. Allegedly, sometimes brahmin with only one head are born, but ironically they are now considered to be "mutants".[1]
A one-headed golden bull on a red field is used as a symbol of the Caesar's Legion, mimicking banners used by historical Romans. This led to Tabitha giving the Legion the nickname "battle cattle".[2]

Unmutated cattle were to be found in the pens in the fields inside the Twin Mothers Village. They were friendly and unirradiated, so, unlike the two-headed brahmin, they resembled the cows before the Great War.

Pre-war cows are mentioned at various points in the Fallout series, while "mutated" one-headed brahmin are mentioned in Fallout 2.[1] Unmutated cattle were to appear in Van Buren, the canceled Fallout 3 by Black Isle Studios.
