Cap Collector is a perk in Fallout 4 and Fallout 76.

Fallout 4

This perk enhances workshop settlements with better bartering power. Alongside the equivalent ranks of the Local Leader perk, it allows one to craft trading stands in settlements, such as the trading, armor, weapon, and clothing emporiums.[1] It is also required for the surgery center and restaurant.

Rank 1 and 2

Stack multiplicatively, giving a total bonus of 32% (1.2 * 1.1) for selling and discount of 28% (1 * 0.9 * 0.8) for buying items.

Rank 3

The option to invest in shops is now available, accessible via the bottom of the shop screen in one's Pip-Boy. Investing 500 bonus caps into their inventory applies to all instances of that particular trading stand across all allied settlements. With a minimum of 3,000 caps invested, one can raise the available caps at all of the trading stands, for all future stock refreshes, at all of the settlements.

In addition to giving the merchant more caps to trade with between refreshes, this perk allows them to sell a slightly wider variety of items. The player character can invest in unique Fallout 4 merchants, such as Trashcan Carla and Ronnie Shaw.

As of patch 1.0.5.10, the perk requires player characters to actively search caps stashes they find in the world to access the bonus. Prior to this patch, caps stashes were items (not containers) and the Cap Collector perk applied automatically at pickup.
