"Bud's Buds!" is the seventh episode of the Vault Seller's Survival Guide, a series of short promotional videos for the Fallout TV series, consisting of training videos for prospective Vault-Tec sales employees narrated by Bud Askins (Michael Esper).
In-universe, this episode is not part of the Vault Seller's Survival Guide, but rather an offshoot of it to be sent to a group of candidates selected for Bud's Buds.

Bud greets one of the newest graduates of Vault-Tec University and claims that he's really impressed the top brass with their leadership skills and has been hand-picked to apply for Bud's Buds. He introduces this as his select assistant training program. Bud then asks if the VTU graduate can keep a secret; he can join him at the cornfield.
Bud gives a brief explanation of corn and compares it to civilization. Thanks to Vault-Tec, they've managed to develop a way to grow corn in any season, in perpetuity. He further explains how making propriety adjustments to corn's genetic code ensures that only Vault-Tec scientists can use it.
Bud then proposes the question, how can Vault-Tec do with corn the same they did with civilization? By ensuring that civilizations can grow and prosper forever.
A mouse is shown, which is greeted by Bud, who then claims that said mouse, along with its friends, would give it the answers. A scientist holding a cage full of mice inserts it into a dome as Bud explains that it's a mouse utopia. In it, they can enjoy all of the food and padding they can sleep on. However, overpopulation can occur, causing fights for food, and space. Taking a dark turn, the mice would eat one another. The mouse experiment shows a well-designed and proprietary future.
Switching back to Bud, who apologizes for being unable to explain more due to legal reasons. That's why Bud was inviting the VTU graduate to one of his meetings on Tuesday in the junior conference room and be a part of solving the future.

Greetings, graduates of Vault-Tec University.
You really impressed the top brass with your leadership skills organizing the tailgate. So you've been handpicked from among all the assistants at Vault-Tec to apply for Bud's Buds. My select assistant training program.
Now, if you can keep a secret, come join me in the corn field. Corn rises and falls over the summer season. So to do civilizations. All civilizations are seasonal. Here at Vault-Tec, we found a way to grow corn in any season, in perpetuity. With proprietary adjustments to its genetic code so only Vault-Tec scientists can use the technology while wearing expensive gloves, only we can manufacture.
But how do we do what we did with corn to civilization? How can we fix civilizations so they can grow forever? Why, hello there! This mouse may give us the answers.
This rodent colony, is called a mouse utopia. Inside, these mice enjoy all the amenities. All the food they can eat, all the padding they can sleep on. But eventually, overpopulation occurs. The mice fight for the once bountiful food, the once endless space. They eat each other in their desperation to survive.
This experiment exposes that we need a designed future, a proprietary future. For legal reasons, I can't explain all the details here. Which is why I'm inviting you to attend one of my meetings on Tuesday in the junior conference room, where you can be part of solving the future.
