The Brotherhood-Enclave War is a military conflict in the Capital Wasteland in 2277 between the rogue Capital Wasteland chapter of the Brotherhood of Steel led by Elder Owyn Lyons and John Henry Eden's division of the Enclave, with tangential connections to the Lost Hills chapter's West Coast conflict with Dick Richardson's Enclave. The war serves as the guiding storyline for the second half of Fallout 3 and for all of its add-on Broken Steel.
Background[]
Conflict on the West Coast[]
The Brotherhood of Steel first entered into conflict with the Enclave on the West Coast during the year 2241. The organization had become aware of the Enclave's existence in 2240. Their sudden appearance unnerved the Brotherhood, who were currently suffering from a stagnation in influence. They even considered directly contacting the Enclave, but instead chose to take a more cautious approach as they could not ignore the threat that the Enclave posed.[1]
As a result, the Brotherhood began conducting espionage operations against the Enclave in preparation for potential invasion. They reactivated three surveillance outposts in New California to observe the Enclave's activity and motives. These outposts consisted of subterranean bunkers in the Den, San Francisco, and the NCR capital of Shady Sands.[1] By 2241, Brotherhood agents had uncovered the Enclave's involvement in the region's weapons, narcotics and slavery trades. They recognized that these affairs were simply a buildup for the Enclave's true plans, which they were unable to discover.[1] They were also aware that the group had a "president," indicating some knowledge of its inner workings.[2]
The leader of the Brotherhood's San Francisco outpost, Matthew, believed the Enclave's vertibirds were its greatest threat and sought to steal a copy of their vertibird plans from the Enclave base at Navarro via espionage.[3] Prior to July 25, 2241,[4] he sent a single operative to scout the base and regularly deliver reports, but her reports soon stopped, and he believed that she had been killed or otherwise compromised.[5]
The Chosen One infiltrated Navarro later that year to obtain a tanker FOB needed to reach their headquarters, Control Station Enclave.[6] They may have helped Matthew by stealing the vertibird plans while they were there, but this is not confirmed to have happened. If it did, this would have resulted in retaliation by the Enclave, who would send Frank Horrigan to the San Francisco Brotherhood outpost to kill Matthew.[2] Whether or not this specific sequence of events happened, the Brotherhood is known to have "encountered" the Enclave in some way around 2241, enough to consider it a grave threat to civilization and make plans to oppose the group's expansion.[7]
Later in 2241, following the destruction of their oil rig headquarters and death of President Richardson, the majority of the surviving Enclave command structure retreated to Raven Rock in the Capital Wasteland on the East Coast, crossing the entire continent after being contacted by the Enclave's self-proclaimed new president, John Henry Eden.[Non-game 1] While some Enclave forces stayed behind, they were doomed. After 2246,[8] the New California Republic captured Navarro and killed all of its Enclave personnel. After this, the Brotherhood of Steel and the NCR both began to openly hunt down Enclave remnants on the West Coast.[9][10]
Arrival on the East Coast[]
Over a decade later, when a Brotherhood-sanctioned expedition led by then-Star Paladin Owyn Lyons arrived in the Capital Wasteland region in 2255, they were initially unaware of the Enclave's presence in the region. Though their original mission was to recover pre-War technology, under the now-Elder Lyons, the Brotherhood began prioritizing other situations: after discovering the heavy presence of super mutants in the region, Lyons instigated a campaign to eradicate the mutants, specifically searching for any clue of their source. The Brotherhood also briefly lent martial support to Project Purity, an engineering initiative by scientists James, Catherine, Dr. Madison Li, and others to create a water purifier capable of purging the irradiated waters of the Tidal Basin. Though Lyons respected their goal, the toll of resources and manpower lost repelling mutant attacks, later compounded by Catherine's death giving birth to her child and James' subsequent withdrawal, ultimately forced the Brotherhood to drop support.[11][12]

Enclave Eyebots
Though it is likely that the Enclave was aware of the Brotherhood's presence, they never took direct action over the following 22 years. At the same time, they never even made any attempt to become known to the people of the Capital Wasteland, apart from a series of looping broadcasts transmitted throughout the wastes by a fleet of roaming Enclave Eyebots and across their own radio station, Enclave Radio. By nature, these broadcasts were propaganda, containing a series of speeches by President Eden proclaiming the Enclave to be the rightful continuation of the pre-War United States government (with him as its rightful president) and the Brotherhood to be little more than raiders.[13] For their part, the Brotherhood did acknowledge the possibility that this new division of the Enclave would become a threat, but regardless they did not take action to prevent this potential threat.[7][14]
The Brotherhood's situation worsened over the years as their culling of the super mutants dragged on with no end in sight due to an inability to destroy the mutant source. Problems stacked on top of each other until they reached a tipping point: Brotherhood traditionalists within the chapter clashed with the elder over Lyons' humanitarian goals, seeing it as abandoning their mission. When their leader proved unbending in his decision to help the wastelanders, the dissenters split off and formed the Brotherhood Outcasts.[Non-game 2] The Lost Hills elders themselves eventually realized that Lyons' Brotherhood had deviated from the organization's overarching goals. When attempts to get Lyons to reconsider fell apart after he directly refused an order, the West Coast Brotherhood severed all communications with the Capital Wasteland chapter, including requests for reinforcements and supplies, declaring them a rogue chapter.[15]
Meanwhile, without any substantial evidence of their presence beyond their propaganda, the Enclave was quickly dismissed by most wastelanders as irrelevant, if not outright the stuff of children's stories or myths. This allowed the Enclave to operate in secrecy, waiting for the time to strike.[16][17]
Order of events[]

In 2277, a short time after the Lone Wanderer rescued their father from Vault 112 and recruited Dr. Li to help restart Project Purity, the Enclave finally made itself known in the Capital Wasteland. While James and Dr. Li's team were in the midst of bringing the purifier's systems back online within the Jefferson Memorial, President Eden's second-in-command, Colonel Augustus Autumn, arrived in person with a strike team to capture Project Purity with the intention of using it to cement Enclave control over the Capital Wasteland. James initially refused Autumn's demands but was forced to comply after the colonel's execution of Janice Kaplinski. However, instead of giving the Enclave control, James locked down the purifier's systems and flooded the control chamber with deadly amounts of radiation, sacrificing his life to protect his child and stop the Enclave.[18][19] In spite of James' efforts, Autumn alone managed to survive after reflexively injecting himself with an unknown substance before losing consciousness.[20] The Lone Wanderer and Li's team meanwhile fled into the sewers beneath D.C., pursued by Enclave soldiers.
After their capture of the Jefferson Memorial, the Enclave mobilized its full military force to assert hegemony over the Capital Wasteland. While Colonel Autumn oversaw the work to finish reactivating the purifier, he also took to spreading pro-Enclave propaganda over Enclave Radio, delivering a proclamation to the people of the wasteland, identifying Enclave soldiers as representatives of the American government and warning that any attempt to interfere with them would be punished severely (by summary execution).[21]
From Autumn, the Enclave's network of constituency enforcement points also received confidential orders to monitor civilian traffic, perform mandatory genetic compliance screenings (with the use of force, if necessary), and detain any non-compliant offenders. Anyone passing the test would be provided with water rations. Noncompliance would result in detention (and summary execution).[22][23] Other units were dispatched to carry out field operations such as researching nuclear impact zones like the Bannister crater, analyzing the local mutated wildlife, assaulting Old Olney and capturing its population of deathclaws for use as shock troops (utilizing domestication units), and performing various other research experiments at locations including Camp RHO.[24] The Lone Wanderer's interference compelled Autumn to allocate resources to gaining access to Vault 101 with the intention of learning more about them, only to be denied entry by its isolationist overseer out of paranoia due to the Vault's internal conflict.[25]
The Brotherhood prepares for war[]

Following James' death and their escape, Dr. Li made the decision to resume contact with Lyons' Brotherhood despite her personal concerns about them.[26] After reaching the Brotherhood's stronghold at the Citadel, Li and the Lone Wanderer informed the order's leadership that their worst fears had been realized: the Enclave had returned.[14] Li's request for aid complicated the Brotherhood's already precarious position, as by then, they were still suffering from the fallout of the Outcasts' schism: significantly depleted supplies and manpower.[27] Elder Lyons recognized the potential danger they would face if the Enclave could activate and control Project Purity, as it would allow them to secure influence over the region, if not gain control of another weapon. However, he refused to start combat against the Enclave at this time, as he believed that the Brotherhood knew too little about their enemy and that they still had time to prepare, seeing as the Enclave had chosen not to attack them yet.[28][29]
Despite the Brotherhood's disadvantage, there was still some hope: due to James' final act, the Enclave was left without the passcode to undo the lockdown on the purifier controls, giving the Brotherhood time to strategize. Furthermore, they did not have a G.E.C.K., another necessary component for the purifier, which Elder Lyons saw as another chance for the Brotherhood to bide its time.[30] Meanwhile, Doctor Li's return to the Brotherhood proved an additional boon, as her scientific knowledge was put to work on Liberty Prime, a pre-War military robot they had been working to restore beneath the Citadel for years.[31]
Infiltrating Raven Rock[]

While the Brotherhood sought to finish work on Prime, the Lone Wanderer used their access to the old databanks of the Vault-Tec Corporation to locate a G.E.C.K. in order to complete the late James' plan to use it to jumpstart the purifier. After locating one inside Vault 87, which also turned out to be the origin of the super mutant plague, the Lone Wanderer was ambushed by a team led by Autumn, who kidnapped them and confiscated the G.E.C.K. in the process.[32]
The Lone Wanderer was taken inside the Enclave stronghold at Raven Rock, where they were interrogated by Colonel Autumn for the purifier's passcode. Before he could obtain it, however, President Eden intervened, distracting Autumn and using his control of the facility's systems to free the Lone Wanderer while summoning them to a meeting in his office. There, the Lone Wanderer discovered that the president was actually a ZAX supercomputer using a digital persona of a presidential figure to lead the Enclave. Eden suggested for the Lone Wanderer to act as his agent and carry out his plan for genocide of all wastelanders by inserting a vial of modified FEV into the purifier at the Memorial. As they attempted to leave, Colonel Autumn revealed that he held different ideals for the Enclave's future than the president, wanting to use the purifier as a means to elevate the Enclave to popular status and political clout to secure their power base. No longer trusting Eden, the colonel ordered his loyal soldiers to kill the Lone Wanderer, while Eden turned Raven Rock's defense systems against Autumn's men, serving only to facilitate the Lone Wanderer's escape from the facility. The Lone Wanderer may have also convinced Eden to self-destruct, destroying Raven Rock along with it.[33]
Battle of Project Purity[]

Upon their return to the Citadel, the Lone Wanderer alerted the Brotherhood to the fact that the Enclave now had the means to activate Project Purity with the G.E.C.K. Realizing the situation had escalated, Elder Lyons authorized a full mobilization of the Brotherhood's forces to recapture the Jefferson Memorial. The assault force's march from the Citadel was spearheaded by a completed Liberty Prime with support from the Lone Wanderer and Lyons' daughter, Sentinel Sarah Lyons, leading her elite squad, Lyons' Pride.[34] Through the work of Doctor Li, Scribe Reginald Rothchild, and their respective teams, Liberty Prime gave the Brotherhood a counter to the Enclave's technologies, smashing through entire Enclave platoons and blasting vertibirds out of the sky with his laser beams.[31] Upon arrival at the Memorial, Prime overloaded the Enclave's photonic resonance barriers surrounding the building, allowing the Lone Wanderer and Sentinel Lyons to penetrate into the purifier nexus and face off against Colonel Autumn; the colonel was either defeated and killed there or allowed to surrender and leave peacefully.[35]
After reclaiming control of the purifier, Dr. Li revealed that the damage caused by the battle had resulted in a dangerous radiation buildup in the control chamber, reaching levels high enough to kill everyone present and destroy Project Purity if not dealt with immediately. The Lone Wanderer ultimately made the decision to enter the chamber themselves and reactivate Project Purity's systems, averting the crisis and beginning the purification process.[35] Whether or not they still possessed Eden's vial of modified FEV or had previously handed it over to the Brotherhood, the Lone Wanderer ultimately did not use it, defying Eden's plans of genocide.[36]
Eradicating the Enclave[]

The Brotherhood's defeat of Colonel Autumn and recapture of Project Purity marked the beginning of direct warfare between them and the Enclave. Whatever the Enclave had judged their rivals as before, the battle caused them to now view the Brotherhood as a threat. The Brotherhood recognized this, and in the weeks that followed, they began operations to systematically destroy any and all Enclave presence in the region using Liberty Prime.[29] Even if Raven Rock had not been destroyed earlier by the Lone Wanderer, it would ultimately be wiped out by Liberty Prime during this time.
The remaining Enclave forces retreated to their secondary stronghold at Adams Air Force Base outside the Capital Wastes. The Brotherhood eventually discovered the existence of this base after finding signs of coordination among scattered Enclave camps. They traced the Enclave's communication signals to a satellite relay station and mobilized Liberty Prime, backed by an assault force including the Lone Wanderer. Though Prime was able to create an opening into the facility, this was an Enclave trap, and they called an orbital bombardment on the region using the Bradley-Hercules satellite platform. Though most of the Brotherhood forces escaped the blast zone, Liberty Prime suffered catastrophic damage and was rendered inactive after being reduced to disparate pieces.[37]
With their primary counter against the Enclave's technology lost, the Brotherhood had to pivot and sought to create Tesla cannons as an alternative. With Elder Lyons' blessing to be inducted as a knight of the Brotherhood, the Lone Wanderer acted as their field agent, scouring the ruins of Old Olney to retrieve a Tesla coil necessary for the scribes to finish their research on the weapons.[38]
Once the scribes were able to assemble working Tesla cannons, the Brotherhood remobilized and launched a final attack on Adams Air Force Base to end the Enclave's threat for good. For their part, the Lone Wanderer was sent to infiltrate the base through the presidential metro to lower the defenses protecting the Enclave's mobile base crawler while the rest of the Brotherhood launched a frontal assault as a cover.[39] The Lone Wanderer successfully did so and fought their way to the top of the crawler, defeating the elite Enclave Squad Sigma in the process, and used the control terminal linked to the Bradley-Hercules to authorize a strike against the crawler itself, annihilating it.[40]
Aftermath[]
Enclave retreat[]
The combined loss of their strongholds at Raven Rock and Adams Air Force Base, coupled with scores of soldiers dying in battle and their most powerful weapons either incapacitated or captured by the enemy, forced the Enclave to retreat once again, pulling out of the Capital Wasteland for good. Based on the Brotherhood leadership's assessment, the surviving Enclave forces still possessed abundant resources and "advanced mobility," and they may have still had the capability to regroup and send reinforcements back to the Capital in the future, but they were not expected to do so for a "long time."[41][42]
The war was a crippling blow to the Enclave's power base on the East Coast, leaving them in a state of limbo. The exact circumstances of the organization after the survivors' flight from the Capital Wastes is largely unclear. At least one Enclave outpost was known to have been established in the pre-War city of Chicago in the former state of Illinois, but its status as of 2277 is also unclear.[43] As with their prior loss on the West Coast, individual remnants as well as isolated units that escaped the Brotherhood assault may have survived. In 2277, many Enclave camps still remained in the Capital Wasteland after the destruction of their command structure, many of whom likely never even heard about their headquarters' destruction due to communications breakdowns. Most still stayed loyal to the Enclave and hostile to outsiders.[44] However, some others deserted and/or attempted surrender, though it is unknown whether they had any success in doing so.[45]
By 2287, there is one confirmed Enclave survivor, Brian Richter. Richter no longer associates with the Enclave, having joined a sect of the Church of the Children of Atom on the Island in Maine after being rescued by Tektus during a failed recon mission.[46]

Commonwealth resurgence[]
Around a decade after their defeat by Lyons' Brotherhood, the Enclave revealed themselves to have in fact survived and regrouped somewhere outside the Capital Wasteland under an unknown new leader. In 2287, they organized an expedition into the Commonwealth, seeking to reclaim pieces of Enclave technology stolen by Enclave deserters and other actors and prepare for an eventual expansion into the region while it was embroiled in a war of its own. Their scouting attempts later turned up the presence of the Brotherhood's expeditionary force aboard the Prydwen at Boston Airport, and they received strict orders from leadership to avoid all direct action against their old enemy for the foreseeable future.[47]

Brotherhood expansion[]
In the subsequent power vacuum, the Brotherhood garrisoned the abandoned Adams Air Force Base, gaining a massive influx of Enclave equipment, technology, and spare parts, including a great number of intact Vertibirds they commandeered for air support. This allowed them to gain an edge over their remaining competition for control of the Capital Wasteland, as well as providing ample resources for their scribes to start repairs on the destroyed Liberty Prime.[48] Over time and with less and less substantial opposition, this edge allowed the Brotherhood to gain hegemony in the Capital Wasteland and even exert their influence over neighboring regions.[49]
With time and significant resource investment, Adams Air Force Base became a major Brotherhood staging area, serving as the construction site for the Prydwen, a colossal airship acting as a mobile command center. The parts for the airship were all salvaged from the base rubble in a process taking two years, with the actual design and construction lasting another four.[50][51] The advent of the Prydwen allowed the Brotherhood to spread its influence farther than ever before, a doctrine that gained greater significance under the leadership of Arthur Maxson as elder by the 2280s following the deaths of Owyn and Sarah Lyons a few years after the war's end.[49]

I was prepared to make several significant upgrades to the machines.
However, as the project was canceled and all Duraframe assets are being diverted to Hellfire Armor, I am sending this model to the Navarro outpost.

This is an encounter in which an Enclave squad attempts to surrender to the Brotherhood Outcasts but fails, since the Outcasts do not take prisoners. In general, many Enclave camps in Fallout 3 still respawn even after Broken Steel is completed. - ↑ The Sole Survivor: "You seem... different, from most of the people here. Why is that?"
Brian Richter: "Brazen thing, aren't you. All right. I was a soldier before I came to Atom. Lieutenant Brian Richter. Recon, Captial Region. Had been on a long-term scouting mission up north when we picked up the trail of a reserve of Fusion Cores from an old disposal facility. We'd made our way into the containment cellar, only our team engineer hadn't set the door locks right. Fifteen inches of lead-wrapped steel slammed shut behind us and locked tight, not to open again until Division. And I got to watch them all crumble and die while I lasted on two sips of water a day and the occasional roach. The High Confessor - he was still a zealot back then - he eventually turned up a couple weeks later. They cracked the seal on the door, pulled me out, dragged me back here where the Archemist nursed me back to health. It's only thanks to Atom's blessing that I didn't die vomiting my guts onto the floor, forced to eat my own shedding hair. Now, did you have any other questions?"
The Sole Survivor: "You were a soldier? With what army?"
Brian Richter: "They called themselves the Enclave. They were a force to be reckoned with in their day, but now... well, it's been a long time since then. I serve Atom now."

With the Prydwen in our arsenal, we can mobilize our entire division... sending her anywhere that Elder Maxson wishes her to go. Her presence in the Commonwealth ensures that our mission to defeat the Institute will end in victory.

Autumn grew up on an oil rig off the California coast (the base of operations for the Enclave, the secretive contingent of the United States government that survived after the apocalypse). His father was the high-ranking Enclave scientist on orders from the president to move all high-ranking officials to the only other secure Enclave location with a functioning ZAX super-computer, Raven Rock. Colonel Autumn has proven to be far less subservient than his scientist father, often openly disagreeing with the president's decisions."

"The Brotherhood Outcasts are a contingent of Brotherhood of Steel soldiers who split from Elder Lyons' group at the Citadel (stealing technology and weapons in the process). The reason for the split? They felt like Elder Lyons had "gone native," and concerned himself too much with the need of the locals. Yes, he was supposed to discover the breeding ground of the Super Mutants, but not to the exclusion of the original, "greater" mission—the acquisition of technology. In their eyes, Lyons is a joke, possibly even a traitor. He hasn't even bothered to get his giant robot working, let alone continue the search for technology.
In their eyes, they are the true Brotherhood of Steel, carrying on the mission of the main West Coast contingent. They proudly wear the name 'Outcast'; anything to further dissociation them from Lyons. It's also important to note that the Brotherhood's concentration on acquiring advanced technology means they have their obsessions—including the procurement of alien weapons from anywhere in the Capital Wasteland, including possible crashed U.F.O. and pre-war government installations."
