Break Manson and Franc out of prison is a side quest in Fallout 2.

Quick walkthrough

Side Quest: Break Mason and Franc out of prison 
Preaching open-mindedness to Manson. (optional) 
Reward: 300 XP 
Speak to Jacob the Chemist
Mention to Jacob about dislike for muties. 
Go to the prison and unlock the door. 
Report back to Jacob. 
Reward: 1500 XP, -5 Karma
