The note can be found on three bounty hunters encountered outside Prost bar when sparing Ivy during the quest The Paper Mirror.

A wastelander named <Alias=Player> has been terrorizing the area near Prost Bar. <Alias.PronounCap=Player> should be considered armed and extremely dangerous.
