Billie is a sick 12-year-old girl. She is mean, tomboyish, and good at gambling.[1] Being in the care of Helen has seen her unintentionally infected with a "road strain" of Limit 115.[2]

Attacking Billie or any of the children will cause them to flee and Helen and Eddie will turn hostile and run to their aid.[3]

If the Prisoner succeeds in creating a cure for the New Plague, Billie can be cured.[4]
