Bill was a student at Vault-Tec University prior to the Great War.
Background[]
Bill's dog Rocky was blind and dying of old age, and Bill's parents intended to have him put down to relieve his suffering. Being unable to call him at his new school, they resorted to sending a postcard informing him of this news and offered to pay for a bus ticket home to see his dog for the last time.[1]
