This meat can be found on the corpses of bighorners, and can be used to craft bighorner steaks at a campfire.

Found on the corpses of bighorners, herds of which can be found east of Nipton and north of the Follower's outpost near Camp Golf. There is also a large number of them in Spring Mt. Ranch State Park, north of Goodsprings, near Red Rock Canyon, and it can be found northeast of Wolfhorn ranch.

According to Easy Pete, this meat is one of the only things bighorners are good for (along with their hides) because they simply refuse to be pack animals due to stubborn temperament.
