The beggar is an ally cut from the Fallout 76 update Wastelanders.

Background
The beggar would have been a fully-fledged ally, and had an associated item to be built in a Vault Dweller's C.A.M.P., the beggar's mat. He was confirmed to have been voiced by Richard Horvitz, but he was cut or otherwise not implemented into the game. It is unknown if he will be added in a future update, but several editor IDs for AI packages and NPC listings (still present in the game files) indicate that he was meant to be a part of Wastelanders.
