This makeshift weapon was created for Moe Cronin by Marvin. It is an adapted pre-war leaf blower that fires modified baseballs at high velocity. It is intended as a lethal weapon, since Moe imagines pre-war baseball to be a deadly sport. The weapons design looks to be a baseball pitching machine and leafblower combined
The modified baseballs can be picked up after they have been fired, and re-used in the weapon.

One can be found on one of Marvin's security guards outside Suggs' garage at the conclusion of the Creation Club quest When Pigs Fly.
Thereafter they may sometimes be found at vendors and as loot.
Notes[]
When fired in V.A.T.S., the baseball launcher drops approximately two thirds more modified baseballs than it consumes. In effect it manufactures its own ammunition.
