Ashley Cheng is the production director at Bethesda Game Studios. His job is to coordinate all the production efforts of Bethesda's internal development across all the various projects they're working on, including Fallout 3.
Behind the scenes
It is likely that two characters from Tenpenny Tower, Irving Cheng and his wife, as well as Chairman Cheng, the leader of China before the Great War, are a reference to Ashley Cheng. Also, an empty body locker in Point Lookout's Turtledove Detention Camp is ominously labeled "A. Cheng".
