After being obtained, this card can be discarded at a town to gain any apparel from the shop or discard piles.

In Fallout 4, the perk is needed to craft mods from scratch, not for applying or removing mods. It is possible to remove an uncraftable mod and apply it freely on a different piece of the same kind of armor.
