Andrew "No-one" Smith is a resident of Bunker Delta in 2197.
Background
Andrew is an assistant of Hassan and the one who prepared the nuke from Kansas City to be activated near the entrance of Vault 0. He is a little deaf, having worked with explosives most of his life, and despite his experience he still occasionally gets nervous.[1]
