This note can be found on Sgt. Allemane's corpse at Big Bend Tunnel West. It is beside a train car outside of the Blue Ridge Caravan Company outpost.

Before the Wastelanders update, Allemane's corpse, and thus this note, was found beside a large orange crate near the gate to the Big Bend Tunnel interior. When the Blue Ridge outpost was added with Wastelanders, Allemane's corpse was moved to be outside of the outpost, on the rocks near a train car.
