It also comes with a unique default mod called Heavy Rocket, which is not seen anywhere else in the game for this weapon type. Since that Heavy Rocket mod for super sledge is not found anywhere else in the game, if the mod is removed, there is no way to get it back.
It is given as a reward for completing the quest Mayor for a Day in the Watoga area.
Behind the scenes
"All rise" is the command issued to those seated in a government chamber, by a bailiff or similar, when a dignitary such as a judge, mayor or parliament member enters. Such a person would use a gavel to announce their intention to speak to the assembled; a gavel is a type of hammer, as a super sledge is a type of hammer.
